About the Schaefer Center for Public Policy

The Schaefer Center for Public Policy was established in 1985 with a mission to bring the University of Baltimore’s academic expertise to bear in addressing challenges faced by government and nonprofit organizations. The Schaefer Center offers program evaluation, policy analysis, management consulting, strategic planning, survey research, focus group moderation, and professional development services.

The Schaefer Center’s staff promotes excellence in public service through its professional development offerings. As a key player in the implementation of Maryland’s Managing for Results program, the Schaefer Center trained 4,600 Maryland public servants in the programs’ tools and techniques. The Schaefer  Center also ran the Harry and Jeanette Weinberg Fellows Program for nonprofit executive directors from 2006 – 2011. As the official provider of election judge training in Baltimore City, the  Schaefer Center is enhancing the quality of election administration.
