The Maryland Certified Public Manager® Program

The Maryland Certified Public Manager® Program is a management development program offered by the University of Baltimore that develops and builds upon the management skills of  public sector and nonprofit managers as well as public safety professionals. It’s beneficial to a wide range of employees who supervise or manage employees or large projects. Upon completion, successful candidates earn the Certified Public Manager® designation.

Our program:

  • is academically grounded, built upon a set of core competencies curriculum 
  • offers two tracks – one for government and non profit professionals and one for public safety professionals
  • is limited to 25 participants per “class” (also referred to as “cohort “)
  • is 10 months in length
  • comprises 300 hours of training including classes, projects, readings, and exams centered on management principles courses
  • is proven to improve performance and advance best practice standards for public and nonprofit sector managers

Two Tracks Offered

The Maryland Certified Public Manger Program offers two tracks One for government and non profit professionals and one for public safety professionals.

Maryland Certified Public Manager Program for Government and Nonprofit Professionals

This program is open to supervisors and managers who live or work in Maryland and who work for a government (local, state, or federal), quasi-governmental, or nonprofit organization. 

Maryland Certified Public Manager Program for Public Safety Professionals

This program is open to supervisors and managers who live or work in Maryland and who work for a public safety organization.  The Maryland  Certified Public Manager Program for public safety professionals is offered in conjunction with the Maryland Police and Correctional Training Commissions. The program meets the requirements for Police Training and Standards Commission’s First Line Administrator credential.


 Who is Eligible:

CPM for Government and Nonprofit Professionals
  • who supervise or manage employees or large projects;
  • who can perform at the college level; and 
  • who work in a nonprofit or government (federal, state, local, quasi-government) organization.
CPM for Public Safety Professionals
  • who supervise or manage employees or large projects;
  • who can perform at the college level;
  • who work in a public safety organization: and 
  • who have an endorsement from their supervisor or manager.

Our Classes and Faculty:

CPM for Government and Non profit Professionals
  • classes are held at the University of Baltimore*
  • classes are taught by University of Baltimore faculty experienced in teaching working adults 
  • our instructors also include local experts and practitioners
CPM for Public Safety Professionals
  • classes are held at the Maryland Police and Corrections Training Commissions in Sykesville, MD*
  • classes include a mix of interactive lecture, scenario-based instruction, and online learning
  • classes are taught by University of Baltimore faculty experienced in teaching working adults 
  • our instructors also include public safety professionals.
